Marsha Winters

Marsha May Winters, age 86 of Crown Point, formerly of Spring Valley Lake CA, passed away August 16,2026. She was born on March 21, 1940, in East Chicago, Indiana, the daughter of Marshall W. and Georgia (May) Burrell. Marsha is survived by her loving husband, Jack; 3 children; 7 grandchildren; 5 great grandchildren. Marsha’s early schooling was in Indiana where she also attended Hammond Business College and Indiana University, majoring in Journalism. Marshall Burrell and Lester Turoci were married in East Chicago in 1960. They had 3 children, Todd, Robin, and Chris. The family moved to California in 1966 where they owned and operated a liquor store in Hesperia from 1969 to 1985. Marsha also was the publisher and owner of the “Hesperian” a local newspaper. Marsha and Les divorced in 1994. In 1980 she was selected to be one First District Supervisor Bob Older’s Field Representatives. When he was recalled in 1982, she was retained by his successor, John Joyner, until he left office in 1988 at which time, having considerable experience in the work involved, she ran for the office. Marsha was elected to the San Bernardino County Board of Supervisors in the primary election of 1988, ad reelected in 1992, taking office on December 5,1988. Prior to her election she served the public in several capacities. She was appointed by Governor Deukmejian to the 28th District Agricultural Association Board of Directors (the County Fair Board); she was on the Business Advisory Committee for State Assemblyman Chuck Bader; she was an Industrial Coordinator for the San Bernardino County Department of Economic Development; she was on the Victor Valley Transit Authority Board; she was Chairman of the Hesperia Citizens’ Advisory Program. Community organizations in which she was involved included the Assistance League of Victor Valley (Associate), Victor Valley Business and Professional women, director and founder of the Opportunity Business Outlook Conferences, co-chairman of the Hesperia Incorporation Committee, President of the Hesperia Chamber of Commerce, the Order of the Eastern Star, the United Way, Questors, and the Victor Valley Museum Association. Marsha was named “Hesperian of the Year” in 1981 and in 1985, she received the Optimists’ Club Law enforcement wars as well as the County Supervisors Association of California Award for “Clean Connection”, a littler control program. After her election to the Board of Supervisors, Marsha was appointed by Governor Wilson to the Low Level Radioactive Compact Waste Commission. She served on the Mountain/Desert Planning Agency, the Airport Land/Use Commission and the South-east Desert Basinwide Air Pollution Control District. She was a member of the Victor Valley Transit Service Authority, on the boards of Omnitrans, the San Bernadino County Associated Governments (SANBAG), the County Transportation Commission, and the Services Authority for Freeway Emergencies. She was a member of the County Transportation Commission, and the California (CSAC), the Public Lands Committee of the National Association of Counties (NACO), the Bureau of Land Management (BLM) Desert Advisory Committee, and Southern California Association of (SCAG). In 1991 Marsha was presented with the” Distinguished Citizen Award” by the Inland Empire Chapter of the Boy Scouts of America. She was selected by her peers to be the Chairman of the Board of Supervisors from 1994 to 1996. Supervisor Marsha lowered the high fees charged by the county for waste disposal. She brought numerous services to the First District which have formerly been lacking or inadequate such as Verterans’ Affairs Office, additional health and welfare facilities, senior citizens’, Supervisor Court rooms and other additions to the Victorville Court House. With her vast experience and knowledge of the problems of the expansive First District, Marsha was sought after for consultation following her retirement from the Board of Supervisors in 1996. She resided in Hesperia for 27 years and, on October 12, 1996, she married Jack Winters of San Diego. They moved to Spring Valley Lake. Burns Funeral Home, Crown Point entrusted with arrangements.
